All fees charged
by Surrogacy Solutions, LLC are set out in a letter from the agency,
which is signed by the intended parents. Surrogates and egg donors
pay no fee to the agency. All other financial obligations of the
intended parents are set out in the contract between the intended
parents who are clients of Surrogacy Solutions, LLC and the persons
who are egg donors, traditional surrogates, or gestational surrogates.
Surrogacy Solutions, LLC requires egg donors and surrogates to obtain
their own legal counsel prior to actually signing the contract.
Surrogacy Solutions will assist egg donors and surrogates in locating
an attorney if requested to do so. Intended parents typically contribute
a specific sum to the cost of legal representation for their egg
donor or surrogate.
The journey
to create a family with assisted reproductive technology is a long
and expensive road. At the end of that road, there are no guarantees.
Surrogacy Solutions will do everything possible to see that a pregnancy
is created and a child delivered for the intended parents, including
being a partner in the financial gamble. In the event of failure
at various points along the way, portions of the agency fee are
refundable to the intended parents (unlike medical fees or adoption
fees).
Agency
Fee – Intended Parents
All services
of Surrogacy Solutions are included in the agency fee, and the
cost
of legal representation for intended parents is paid by Surrogacy
Solutions from that agency fee. In addition to the agency fee,
intended
parents should expect to pay a specific sum towards the legal fees
of their surrogate or egg donor; the cost of medical and pharmaceutical
expenses necessary to accomplish the pregnancy; the cost of medical
treatment for pre-natal care and delivery not covered by the
surrogate’s
health insurance; their own medical expenses not covered by health
insurance;
the fee of
the surrogate or egg donor for pain, suffering and inconvenience;
and any expenses of the surrogate or egg donor the intended
parents
agree in
the
contract
to pay,
such
as travel expenses.
Expenses for Medical Complications - Intended Parents
Occasionally, medical complications arise in connection with an
egg donation or an embryo transfer. Under our contracts, the intended
parents are responsible for the cost of medical treatment for their
egg donor or surrogate in the event of such complications. However,
each IVF cycle in a gestational surrogacy is covered by an indemnity
policy of insurance providing coverage for the cost of medical
treatment for the egg donor and recipient in the event of medical
complications arising from an egg donation or embryo transfer,
after payment of a deductible.
The cost of indemnity policy is $400 per cycle, and that expense
is paid by the intended parents. Coverage under the indemnity policy
is not optional. Surrogacy Solutions, LLC requires every intended
parent to pay the cost of coverage in advance of an IVF the cycle.
The deductible for a claim under the policy is $1,000, which is
also the responsibility of the intended parents and is only paid
in the event a complication arises.
Coverage is not available for an artificial insemination/traditional
surrogacy cycle.
In a surrogacy arrangement, whether it is traditional or gestational,
the intended parents also assume liability for any uncovered medical
expenses incurred by their surrogate arising as a result of complications
of pregnancy and delivery. Responsibility for complications of
delivery is typically limited by the contract to medical conditions
caused by delivery and discovered by the surrogate within a fixed
point of time.
The
agency fees for surrogacy are as follows:
Application Fee:
An application fee of $750 is due from intended parents at the
time Surrogacy Solutions begins working for intended parents in
connection with an anticipated surrogacy arrangement. This fee
is the same regardless of the type of surrogacy and regardless
of whether an egg donor will be needed. This fee covers agency
expenses in connection with providing intended parents with profiles
of surrogate candidates, our time and efforts in matching intended
parents with a surrogate, and administrative expenses involved
in the preliminary process of surrogacy. Once we provide an intended
parent with a profile of a candidate for consideration, the application
fee becomes wholly non-refundable. For intended parents who have
independently selected their surrogate, the application fee is
reduced to $350, and is non-refundable upon receipt by the agency.
Traditional
surrogacy:
$15,000. The agency fee is refundable in various amounts
if the goal of creating a child is not achieved. Agency fees do
not include medical expenses, compensation to the surrogate, costs
for the surrogate incidental to the surrogacy, or the application
fee.
Gestational surrogacy:
$17,000. The agency fee is refundable in various amounts
if the goal of creating a child is not achieved. Agency fees do
not include medical expenses, compensation to the surrogate, compensation
to an egg donor, costs for the surrogate and donor, or the application
fee.
Excess
Cycle Fee:
The agency
fee described for traditional surrogacy includes our administration
services for up to four artificial insemination cycles, with as
many as three resting or non-inseminating cycles (a total of seven
months) with your surrogate. In the event pregnancy is not accomplished
and you elect to proceed with the same surrogate, an additional
fee of $1,000 will be due prior to the fifth insemination cycle
or seven months from the first insemination.
The agency
fee described above for gestational surrogacy includes our
administration
services for up to two IVF cycles, provided no more than three
months between the two cycles. An additional agency fee
of $1,500 will be due prior to a third IVF cycle or four months
from the first cycle.
Surrogate Delivery
Outside of Arkansas:
An additional agency fee of $2,000 is due when the child
is born to a surrogate in a state other than Arkansas.
Surrogate Delivery Outside of the United States:
An additional agency fee of $8,000 is due when the child
is born to a surrogate in any location outside of the fifty states
of the United States of America.
Fee
Discounts:
Surrogacy Solutions will discount the agency fee in a discretionary
sum for intended parents who are referred to us by a physician,
and for intended parents who have
already selected and secured a qualified surrogate. For gestational
surrogacy with egg donation through the agency, the agency fee
for egg
donation
will be discounted by $1,000.
No Hidden Fee:
The agency fee schedule set out here is inclusive of
all services the agency will provide, including payment of the
cost of legal counsel for the
intended
parents, where the intended parents and the surrogate they select
enter into a contract, proceed with assisted reproduction medical
services, accomplish a pregnancy, and a live birth results. Just
as agency fees are refundable throughout the process, a revised
schedule of agency fees will apply in the event the intended parents
elect not to proceed with a surrogate after the contract is signed
but do want to proceed with a new surrogate. The letter of engagement
between the agency and the intended parents will fully describe
the refundability of agency fees, the circumstances under which
a revised plan by the intended parents will result in an additional
agency fee, and the exact amount of additional fees to be incurred
under a revised plan.
No Fee for Trust Account Administration:
No additional fee or expense will be incurred for the
trust account services provided by the agency.
No Fee for Financing:
No additional fee or increased fee will be incurred for
intended parents who secure financing.
The
agency fee for egg donation is as follows:
Application Fee:
An application fee of $350 is due from intended parents at the
time Surrogacy Solutions begins working for intended parents in
connection with an anticipated egg donation arrangement. This application
fee is included in the application fee for surrogacy described
above, and is not in addition to that fee. The separate application
fee described here applies only to intended parents who do not
require the assistance of a surrogate mother. This fee covers agency
expenses in connection with providing intended parents with profiles
of egg donor candidates, our time and efforts in matching intended
parents with an egg donor, and administrative expenses involved
in the preliminary process of egg donation. Once we provide an
intended parent with a profile of a candidate for consideration,
the application fee becomes wholly non-refundable.
Egg donation:
$3,500. Up to one-half of the agency fee is refundable
if you or the egg donor cancel the contract prior to commencement
of stimulatory medication. The agency fee doesn't include medical
expenses, compensation to the egg donor, incidental costs for the
egg donor, or the application fee.
Discount:
The agency fee will be discounted by $500 for surrogacy
clients who have selected and secured a qualified egg donor without
the assistance of
the agency.
The agency fee for egg donation will be discounted
by $1,000 where the agency also assists the intended parents with
gestational surrogacy.
No Hidden Fee:
The agency fee schedule set out here is inclusive of
all services the agency will provide, including payment of the
cost of legal counsel for the
intended
parents, where the intended parents and the egg donor they select
enter into a contract and proceed with a stimulatory medication
cycle. A revised schedule of agency fees will apply in the event
the intended parents elect not to proceed with an egg donor after
the contract is signed but do want to proceed with a new egg donor.
The letter of engagement between the agency and the intended parents
will fully describe the circumstances under which a revised plan
by the intended parents will result in an additional agency fee,
and the exact amount of additional fees to be incurred under a
revised plan.
No Fee for Trust Account Administration:
No additional fee or expense will be incurred for the
trust account services provided by the agency.
No Fee for Financing:
No additional fee or increased fee will be incurred for
intended parents who secure financing.
Financing
and Method of Payment
Financing is available to intended parent clients of Surrogacy Solutions,
LLC for agency fees, surrogate fees, egg donor fees, and certain
contract expenses other than medical expenses. Financing for medical
expenses is available, but requires the approval and acceptance
of the financing program by your treating physician. We can assist
you in seeking the cooperation of your treating physician, or refer
you for treatment with a treating physician who has already agreed
to the financing program.
Financing is not provided by Surrogacy Solutions, but is available
to its clients through an agreement between Surrogacy Solutions
and Progeny Partners, Inc., a company specializing in fertility
financing. Surrogacy Solutions will complete the financing
application
with you by telephone, and submit it to Progeny Partners for you.
Progeny Partners works with several different lenders to
offer different financing options, including secured and unsecured
loans; it provides rapid, and in some instances, same day
approvals;
and it seeks out the best possible interest rate for each person
based upon creditworthiness. The fee of Progeny Partners
for its
services is paid directly to Progeny Partners by Surrogacy Solutions.
Intended parents do not incur any additional agency fee for
utilizing
the financing option. Please see Resources

Estimated
Medical Expenses
Actual medical
expenses for any given surrogacy or egg donation will be determined
by the treating physicians providing the medical care and services.
However, in order to assist intended parents in budgeting for their
third party reproduction needs, the following is a rough estimate
of the medical expenses you may reasonably expect to incur.
Egg
Donation:
Medication: The suppressive and stimulatory medications
for one cycle will be approximately $2,500 for the donor and recipient.
In some rare instances,
health insurance for the donor may pay a portion of this expense
where the intended mother will carry her own pregnancy.
Monitoring and Egg Retrieval: In addition to screening tests required
by the treating physician, the egg donor will be monitored frequently
by ultrasound and blood work. The physician’s fee for all
of these services will be approximately $5,000 for the egg donor
only. Treating physicians
do not bill the donor’s health insurance for these
expenses.
Gestational Surrogacy:
Medication:
The preparatory medications for one mock or test
cycle, if required by the physician will be approximately $450.
The suppressive and preparatory medications for the actual IVF
cycle for the surrogate and the person providing the eggs will
be approximately $2,500. In some rare instances, health insurance
for the surrogate may pay
a
portion
of this expense.
Embryo Transfer:
For the screening labs, mock cycle testing, and the actual embryo
transfer, the medical expenses for the surrogate only will be
approximately $4,000. Health
insurance for the surrogate may cover a portion of the screening
labs and mock cycle testing in rare instances. The surrogate’s
health insurance policy will not be billed for the embryo transfer
procedure or any other portion of the IVF cycle.
Pregnancy and Delivery:
For medical billing purposes, a surrogate pregnancy and delivery
is treated the same as any other pregnancy, and is billed to
the
surrogate’s health insurance policy unless the policy specifically
excludes surrogacy. If so, an additional individual policy should
be secured for the surrogate. Therefore, the costs to be incurred
will ordinarily be comparable to the cost you would incur if you
were insured and not seeking the assistance of a surrogate. Under
a standard 80/20 health insurance plan with a $1,000 deductible
for
your
surrogate,
the uncovered expenses for a healthy pregnancy and normal vaginal
delivery of a healthy child will be approximately $2,500.
Traditional Surrogacy:
Insemination:
For a physician insemination, the cost for insemination during
one cycle is $1,500 or less, which will usually include two
inseminations
during one cycle, performed at thirty-six to forty-eight hour intervals.
The surrogate’s health insurance plan will not be billed.
Screening Labs:
The screening labs required for a traditional surrogate and her
spouse or partner will be approximately $1,000. In some instances
the surrogate may undergo additional screening or diagnostic
tests of her fallopian tubes or uterine cavity at an additional
expense.
A portion of the screening tests may be covered by her health
insurance
plan.
Pregnancy and Delivery:
For medical billing purposes, a surrogate pregnancy and delivery
is treated the same as any other pregnancy, and is billed to
the
surrogate’s health insurance policy unless
the policy specifically excludes surrogacy. If so, an additional
individual policy should be secured for the surrogate. Therefore,
the costs to be incurred will be comparable to the cost you would
incur if you were insured and not seeking the assistance of a surrogate.
Under a standard 80/20 health insurance plan with a $1,000 deductible
for your surrogate, the uncovered expenses for a healthy pregnancy
and normal vaginal delivery of a healthy child will be approximately
$2,500.
